Canada: KPMG's role in the barley plebiscite
In response to concerns expressed by barley producers participating in the 2007 Western Canadian Barley Plebiscite regarding the confidentiality of producer ballots, KPMG LLP issued February 23 a statement regarding their role as vote administrator.
KPMG was engaged by Agriculture and Agri-Food Canada on December 19th, 2006 to conduct independent procedures in accordance with standards of the Canadian Institute of Chartered Accountants and report, in summary form, to the Government of Canada on the results of the tabulation of the 2007 Western Canadian Barley Plebiscite.
All information related to the barley plebiscite received by KPMG is stored in a secure location.
The identifier number on the ballots is used solely for the purpose of verifying the self-declaration forms, and to enable the removal of ballots containing ineligible declarations from the vote tabulation.
The voting process requires the producer to separate the ballot from the self-declaration form. At no time is the ballot associated directly with the declaration in a database or other list.
KPMG has established separate processes for the verification of declaration forms and the tabulation. The declarations and ballots will be destroyed by KPMG at the completion of the tabulation of results.
